Unable to Log Into Cloudera Manager - Associated MySQL Logs Report "APPARENT DEADLOCK!!! Creating emergency threads for unassigned pending tasks!" (Doc ID 2399242.1)

Symptoms

It is not possible to log into Cloudera Manager.

1. The Cloudera Manager server log on the CM host, Node 3 by default on the BDA, /var/log/cloudera-scm-server/cloudera-scm-server.log reports:

com.mysql.jdbc.exceptions.jdbc4.MySQLNonTransientConnectionException: No operations allowed after connection closed. ]
which will not be reported to listeners!
...
Caused by: com.mysql.jdbc.exceptions.jdbc4.CommunicationsException: Communications link failure

2. The corresponding MySQL log on the CM host, Node 3 by default on the BDA, /var/log/mysqld.log reports:
