Out-of-Place Mview Refresh Option was introduced in Oracle Database 12c Release 1 to improve materialized view refresh performance and availability. This refresh option uses outside tables during refresh, Where as the existing "in-place" refresh directly applies changes to the materialized view container table. In out-of-place refresh method, the entire or affected portions of a materialized view are computed into one or more outside tables.

While doing Out-of-Place Refresh, Comments on the original materialized view container table are not copied to the outside table.
