Symptoms
According to Doc ID 2270543.1, set UNIFORM_LOG_TIMESTAMP_FORMAT to False in WINDOWS will set timestamp of alert log to local time.
However, after setting it, alter log file shows a mix of timestamps using different precisions, with some timestamps showing local time and other timestamps showing universal time.
