SQLLDR is hanged when loading table with long multibyte column name (Doc ID 2401178.1)

Symptoms

Sqlldr is hanged when loading table with long multibyte column name.
Because different multibyte character was set between database and sqlldr client.

for example,
JA16SJISTILDE characterset was set in version 12.2.0.1 database,
create table with over 43 byte column name if we set NLS_LANG with UTF8 and loading data,
sqlldr hangs.
