Symptoms
Resource plan related to window is not clear after closing corresponding windoweven after applying 13817037
One of the databases having the issue is named "test01" and it has two instances, "test01p1" and "test01p2".
The resource_manager_plan parameter has a value test01_INITIAL_PLAN in spfile for all the instances.
When daily maintenance window closes, one of the instances goes back to the resource manager plan specified in the parameter (test01_INITIAL_PLAN) but the other one clears the resource manager plan so it ends up using the INTERNAL_PLAN.
However both of the instances should remain with "test01_INITIAL_PLAN" (because that is what the resource_manager_plan parameter is configured to in both instances) after the maintenance window closes.
