ORA-01031 Database Vault Not Allowing Access After Rules Modified (Doc ID 2408276.1)

Goal

Database Vault is enabled and a realm is in place which protects certain objects on grant, revoke, and select access.
A new schema is created in the database and the realm is modified to make the new user an owner of the realm- in line with documentation modified the existing select rule to allow selects.
finally, the required grant select on the table to the new user.

When the new user user executes the select, it gets an ORA-01031: insufficient privileges error.
The command rules, rules, and rule sets have all been reviewed and nothing is seemingly out of order that would explain occurrence of the error.
