ORA-13199 when trying to rectify geometry that fails with ORA-13350 error (Doc ID 2408835.1)

Symptoms

When running the function SDO_UTIL.RECTIFY_GEOMETRY, it is returning the following  error:

ORA-13199: the given geometry cannot be rectified
ORA-06512: at "MDSYS.MD", line 1723
ORA-06512: at "MDSYS.MDERR", line 17
ORA-06512: at "MDSYS.SDO_UTIL", line 1097
13199. 00000 - "%s"
*Cause: This is an internal error.
*Action: Contact Oracle Support Services.

This error appears to only occur when the SDO_GEOM.VALIDATE_GEOMETRY_WITH_CONTEXT finds that the geometry has the error code ORA-13350.
