Symptoms
Data Pump Import fails with the following errors.
ORA-39083: Object type TABLE:"<SCHEMA>"."<TABLE>" failed to create with error:
ORA-00406: COMPATIBLE parameter needs to be 12.2.0.0.0 or greater
ORA-00722: Feature "Partition Read Only"

In this case, the below are the versions and compatible used:
Source DB version - 12.2.0.1.0
Compatible Parameter - 12.1.0.2.0
Target DB Version - 12.2.0.1.0
Compatible Parameter - 12.1.0.2.0
Changes
This is a new 12.2 database running with the Compatible parameter = 12.1.0.2.0.
