Where can the Oracle 11.2.0.4 Client for Windows 32-bit be located or downloaded?
All that exists are Database Server patch sets.

This is due to the fact that the Database was recently upgraded to 12.2 and so any Clients less than 11.2.0.3 are not certified to connect.
