Database Instance MARK Process Blocks LGWR And CKPT When One Or More Cell Disks Are Offline (Doc ID 2419911.1)

Symptoms

When a Exadata cell is restarted, the database instance MARK process blocks the LGWR and CKPT processes.  This results in LMHB terminating the instance.  The following alert log excerpt illustrates this issue.

 

One or more cell disks were offline/unavailable at the time of the above errors.

RDBMS is below version 12.2.0.1.170117.
