Getting 'ORA-28595: Extproc Agent : Invalid DLL Path' With External Procedure Call After Upgrade to 12.2 (Doc ID 2424136.1)

Symptoms

After upgrading the database to 12.1.0.x or 12.2.0.x or higher, external procedure call is failing with below error when the listener is configured to spawn the extproc agent and the EXTPROC_DLLS is specified in the listener configuration. And EXTPROC_CONNECTION_DATA is being used as service name in the tnsnames.ora.

Changes

The database is upgraded to 12.x or higher version.
