ODA X7-2 Master Password Feature Fails On Initial Deployment for pre 12.2.1.3 Versions of the DCS Stack Using the Console

Symptoms
- Customer entered a simple Master Password during appliance deployment, however, after deployment ALL passwords - root, oracle, grid, oda-admin were set to an unknown value.
- This happened on two separate ODAs.
- The simple password was alpha characters and numbers, no special characters.
- The word was based on a dictionary word, but no error message was reported by the Web Console
