Symptoms

After migration from Oracle 11.2.0.4 to 12.1.0.2 some application administration component, working with AQ , failed with error:

The same code on database Oracle 11.2.0.4 works fine.


As per documentation (http://docs.oracle.com/database/121/ADQUE/manage.htm#ADQUE2575) :

... Users who have been granted EXECUTE rights to DBMS_AQ and DBMS_AQADM are able to create, manage, and use queues in their own schemas. The MANAGE_ANY AQ system privilege is used to create and manage queues in other schemas and can be granted and revoked through DBMS_AQADM.GRANT_SYSTEM_PRIVILEGE and DBMS_AQADM.REVOKE_SYSTEM_PRIVILEGE respectively....
