Gathering Concurrent Statistic While Connected Through A Non-Default Service Does Not Spawn Jobs And Runs Entirely In The Current Session

Attempting to gathering concurrent statistics for a table, schema, or the database when the calling session is connected to a non-default service that has been created without explicitly appending the DB_DOMAIN string to the service name results in no jobs being spawned and the stats collection runs entirely in the current session. The problem can occur in a single instance, RAC, or Multitenant Database where the DB_DOMAIN parameter is not null and a service has been created without explicitly including the DB_DOMAIN string in the service name. The problem service when viewed from view DBA_SERVICES will not have the DB_DOMAIN string as part of its name. The problem is seen regardless of which method was used to create the service (srvctl, DBMS_SERVICE.CREATE_SERVICE, setting SERVICE_NAMES parameter).
A new service was created without the DB_DOMAIN string being a part of the service name.
