Symptoms

You have just applied the latest PSU or Windows DB Bundle Patch.

When running the dpload.sql script as part of the post install steps, you get the following errors:

ORA-00600: internal error code, arguments: [psdnop-4], [4063], [ORA-04063: package body "SYS.DBMS_NETWORK_ACL_ADMIN" has errors]
ORA-06508: PL/SQL: could not find program unit being called: "SYS.DBMS_NETWORK_ACL_ADMIN"

ORA-06512: at "SYS.UTL_TCP", line 280
