Rollback of Patch errors out with "CLSRSC-357: Failed to stop current Oracle Clusterware stack during upgrade" (Doc ID 2428725.1)

Symptoms

Encountered below error while rolling back of patch 26635341 (QUARTERLY FULL STACK DOWNLOAD PATCH FOR EXADATA (171017 - 12.2.0.1.0)):
