ODA X7 HA: Standby RAC or RAC-ONE Database is not Registered Using odacli register-database DCS-10001 'Failed to get oracle home' or 'Unable to update the db params' (Doc ID 2429114.1)

Information in this document applies to any platform.
This only apply to ODA X7-2 HA env for RAC or RAC ONE database as Data Guard.
This happened on all 12.2.1.2/3/4 but with different error message.

Symptoms

Attempting to register a database using the ODACLI command line.

The register-database fails.

There are couple other DCS-10001 message we can get if using 12.2.1.3 or lower.

DCS-10001:Internal error encountered: Failed to get oracle home for given context Error:BEGIN dbms_system.get_env('ORACLE_HOME',:ORACLE_HOME) ; END;

or

DCS-10001:Internal error encountered: DCS-10001:Internal error encountered: Unable to update the db params..

12.2.1.4 will generate a different error DCS-10043

Changes

Attempting to register RAC or RACone databases on the ODA using the ODACLI command register-database
