Symptoms

You are attempting to start the database and get errors using
svrmgrl and sqlplus. You also have performed the command to
start the bequeath listener (insoracle or beqlsnr start).

For example:

$ beqlsnr start
Starting 1st BEQ listener (index: 0)
%RUN-S-PROC_ID, identification of created process is 26C00549
$ svrmgrl

Oracle Server Manager Release 3.1.7.0.0 - Production

Copyright (c) 1997, 1999, Oracle Corporation. All Rights Reserved.

ORA-12535: TNS:operation timed out
SVRMGR> Exit
Server Manager complete.
$ sqlplus internal

SQL*Plus: Release 8.1.7.0.0 - Production on Thu Jul 3 11:18:12 2003

ERROR:
ORA-24314: service handle not initialized

Enter user-name: Exit

$ beqlsnr status
1st BEQ listener (index 0) is not running.
