Can Oracle Restart (Standalone Grid Infrastructure) manage databases/resources from lower versions? (Doc ID 2435534.1)

Goal

This document clarifies whether or not Oracle Restart can manage lower version of databases/resources.

As per the documentation (link below), Oracle Restart cannot manage a lower version database.
