Attempting to start or restart services on a cell take a few minutes before failing with a CELL-01513 error as seen in this example:
The cell alert.log file shows MS service has stopped, possiblely after a RS-7445 [Serv MS is absent] [It will be restarted] error.
Doc ID 2240338.1 has been followed and this issue is still not resolved.
