Symptoms

Changing a users password to none or default value via "IDENTIFIED BY VALUES" clause does not remove that user from being listed in DBA_USERS_WITH_DEFPWD view.

SQL> select username from dba_users_with_defpwd order by 1;
USERNAME
------------------------------
APPQOSSYS
CTXSYS
DBSFWUSER
DBSNMP <<<<<<<<<< user in question
DIP
...

alter user dbsnmp identified by values '<hash value>';

User altered.

SQL> select username from dba_users_with_defpwd order by 1;

USERNAME
------------------------------
APPQOSSYS
CTXSYS
DBSFWUSER
DBSNMP <<<<<<<<<< Still on the list.
DIP
GGSYS
