ODA Create Database on ACFS fails "Cannot create directory" (Doc ID 2440650.1)

Symptoms

Trying to  create database with ACFS storage.

Able to successfully create database using ASM storage.

Command being run:
# oakcli create database -db <DB_NAME> -oh <DB_HOME> -storage ACFS

Error message returned:
ERROR : Ran '/bin/su oracle -c "/opt/oracle/oak/onecmd/tmp/dbca-<DB_NAME>.sh"' and it returned code(1) and output is:

error at and errnum=
ERROR : /bin/su oracle -c "/opt/oracle/oak/onecmd/tmp/dbca-<DB_NAME>.sh" did not complete successfully. Exit code 1 #Step -1#
ERROR: 2018-08-20 17:27:12: Unable to create the Database : <DB_NAME>
INFO: 2018-08-20 17:27:13: Successfully deleted the SNAP entries
