Queue Is Not Dequeued And Got Stuck As No QMON Running (Doc ID 2440796.1)

Symptoms


Queue is not dequeued and got stuck.
No qmon (i.e qmn, q00*) processes at OS level observed, even after database restarted

Even we tried to set aq_tm_processes to 0 and than 1 or 5, but not helping.
Bounced the database and even host but not helping

Also observed AQPC process was started once instance started, but it gone between
database mount and open. But it took around 10 min for opening database after mount
