When configuring a database encrypted with TDE to store its encryptiion keys in Oracle Key Vault,

ADMINISTER KEY MANAGEMENT SET KEY IDENTIFIED BY "NULL" FORCE KEYSTORE MIGRATE USING "software_keystore_password" WITH BACKUP;

fails with:

ORA-46623: cannot create the keystore file name
