When Upgrading to 12c, STARTUP UPGRADE = Errors in the Alert Log: ORA-600[Migrate Relation Failure] ORA-48254 (Doc ID 2442771.1)

Symptoms

While upgrading, for instance, an 11.2.0.4 database to 12.2.1.0, STARTUP UPGRADE fails with the following errors in the alert log:

ORA-00600: internal error code, arguments: [Migrate Relation Failure], [], [], [], [], [], [], [], [], [], [], []
ORA-48254: Migration Error [dbgrmmdmr_max_length_change] [PDB_SPACE_MGMT] [2] [66] [32] [9]

 

The associated incident trace file shows no Current SQL Statement.  It also shows the following Call Stack Trace:
