After cluster expansion, NodeManagers on newly added nodes fail to start with " error=13, Permission denied".

The NodeManager log for such failures shows output like:

Error starting NodeManager
org.apache.hadoop.yarn.exceptions.YarnRuntimeException: Failed to initialize container executor
at org.apache.hadoop.yarn.server.nodemanager.NodeManager.serviceInit(
at org.apache.hadoop.service.AbstractService.init(
at org.apache.hadoop.yarn.server.nodemanager.NodeManager.initAndStartNodeManager(
at org.apache.hadoop.yarn.server.nodemanager.NodeManager.main(
Caused by: Cannot run program "/opt/cloudera/parcels/CDH-5.12.1-1.cdh5.12.1.p0.3/lib/hadoop-yarn/bin/container-executor": error=13, Permission denied
