Blocked ALTER TABLE ROW ARCHIVAL Causes Other Sessions To Fail With ORA-00904 (Doc ID 2443616.1)

Symptoms

When there is an uncommitted DML transaction on a table, ALTER TABLE ROW ARCHIVAL is block waiting for it and new DML transactions from other sessions will fail with ORA-904: invalid identifier.

Example:

The expected behavior is ALTER TABLE ROW ARCHIVAL should error out with "ORA-00054: resource busy and acquire with NOWAIT specified" causing no impact to subsequent DMLs.
