Symptoms

The ST_GEOMETRY.FROM_WKB function and its Oracle Spatial SDO_UTIL.FROM_WKBGEOMETRY counterpart function fail with an ORA-29532: Java call terminated by uncaught Java exception:java.lang.RuntimeException:
