Goal
In this document, we will assume the mysql OS user which is running the database is the default , "mysql".
The subject matter in this document has nothing to do with MySQL Server or its internals, it is purely dealing with the OS permissions and privielges.
MySQL is "just an app" for the context of this doc. If a program cannot read /write to its target directory, then it will not function as expected.
