Not All Queue Objects Are Created on CDB-PDB Custom Database with DB BP 22.214.171.124.180717 Applied

Customer recreated queue objects by below steps on custom database with DB BP 188.8.131.52.180717
applied, but only 2 queue objects were created.
1.Apply DB BP 184.108.40.206.180717(Patch 27937914) to ORACLE database home.
2.Create custom database with CDB-PDB configuration and run datapatch.
As tested with other database mode, 23 queue objects were created on CDB-PDB custom database without any 220.127.116.11
Bundle Patch applied. And also 23 queue objects were created on CDB-PDB general purpose database even with DB BP
Applied DB BP 18.104.22.168.180717 and then created custom database.
