DBUA Gets ORA-1078 During Upgrade to 12.2.0.1/18c if Database has Parameters Values with Space Character (Doc ID 2448893.1)

Symptoms

When upgrading a 12.1.0.2 database to 12.2.0.1/18c with DBUA, Upgrade fails if the database has a parameter where value includes a space character like:

inmemory_clause_default=PRIORITY HIGH


During the pre-upgrade step upgrade fails with below error:

ORA-01078: failure in processing system parameters

DBUA creates its new init.ora file incorrectly without quotes around the value so database cannot be started with it.
