RAC on Windows: LISTENER in INTERMEDIATE State 'Not all endpoints registered' After Applying CPU Jul 2018 (Doc ID 2449079.1)

Symptoms

Following successful application of CPU July 2018 (patch# 27937907) the LISTENER is in state 'INTERMEDIATE' with state details 'Not all endpoints Registered':

1.  From crsctl stat res -t output:

 

3. Verified that endpoints_listener.ora (under $GI_HOME\network\admin) contains HOST IPs that are non-existent / invalid for this cluster
