AWR Snapshots Are Not Generating for Few Days After Refresh

Symptoms
- After data refresh AWR snapshots are not generating
- Trying to create a snap shot manually, AWR snapshot fails with following error message:
SQL> EXECUTE dbms_workload_repository.create_snapshot();
BEGIN dbms_workload_repository.create_snapshot(); END;*
ERROR at line 1:
ORA-13509: error encountered during updates to a AWR table
ORA-00054: resource busy and acquire with NOWAIT specified or timeout expired
ORA-06512: at "SYS.DBMS_WORKLOAD_REPOSITORY", line 99
ORA-06512: at "SYS.DBMS_WORKLOAD_REPOSITORY", line 137
ORA-06512: at line 1 - MMON Trace files has following errors:
*** 2018-09-22 00:17:35.919
*** KEWRAFC: Flush slave failed, AWR Enqueue Timeout
*** 2018-10-01 16:46:53.541
Unable to schedule a MMON slave at: KEWRDAFS: Deploy AutoFlush Slave
Slave was not permitted to be scheduled
- A slave for this action is already running.
Changes
Recently Data Refresh has happened on Database(12c). As part of refresh, the AWR Data was backed up and restored.
