Listener Registration Issue: Multiple IPs on Single Interface and Dynamic Registration of the Service is Failing (Doc ID 2455854.1)

Symptoms

The services are not registered against the listener.  The LSNRCTL status output shows no services registered.
The listener is running on port 1521 so we expect dynamic registration of the instance to work.

There might be messages in the listener log that indicate an attempt to register occurred and then failed like:

14-AUG-2018 11:23:22 * service_register * ORCL * 0
14-AUG-2018 11:23:28 * service_update * ORCL * 0
14-AUG-2018 11:23:41 * service_died * ORCL * 12537  <===Service registered then de-registered.

Changes
