Accessing remote database via database link with [@] fails

Information in this document applies to any platform.
When dblink name itself contains [@], access via this dblink works well in 188.8.131.52 but fails in 184.108.40.206.
Customer uses 220.127.116.11/18.104.22.168 as local site, 22.214.171.124 for remote site.
The testcase is as following:
We can see that using database link like "o11204.world@ist" fails, but database link ist without [@] works fine.
