Utl_http Fails With ORA-29276: transfer timeout After Database Upgrade To 12.2 (Doc ID 2456350.1)

Oracle Security Service - Version 12.2.0.1 and later
Oracle Solaris on SPARC (64-bit)

After database is upgraded to 12.2 utl_http fails with one of the following errors when the webservice is using SNI (Server Name Extension) :

1) ORA-29276: transfer timeout

The following fixes are already applied in the database:
