mysql user cannot start DB or access datadir after MEB Backup Restore (Doc ID 2457712.1)

MySQL Enterprise Backup - Version 3.12 and later
Information in this document applies to any platform.
Unless the MEB is run as the same OS user which is used to start the database ( typically mysql ) , there may be permission / uid problems.

Goal

To ensure the server process or other OS user can access the restored backup.
