Kfod Failed With "Error 49802 Initializing ADR" and DBCA failed to list asm diskgroups (Doc ID 2457752.1)

Symptoms

Kfod failed with below error from oracle user but grid user is fine.

[<GI_USER@<Node 01> ~]$ /<GRID Home>/bin/kfod status=TRUE asm_diskstring='o/*/*' disks=all dscvgroup=TRUE OP=all
Error 49802 initializing ADR
ERROR!!! could not initialize the diag context


Similarly DBCA as oracle user failed to list the ASM Diskgroups in the OUI "Database Storage" option

Changes

Upgraded from 12.1/12.2 to 18.3.

Umask value is correct.
