Not able to login with user on open read-only standby database (Doc ID 2461588.1)

Connecting with a user in Active Data Guard (read only with apply) is failing with error ORA-1017.

The same credentials are working successfully in primary database.

Redo apply is working properly and the standby is in sync with the primary.
