IBM AIX: 11.2.0.4 LSNRCTL Start Fails with VNCR Enabled: TNS-01196: Listener Failed To Initialize Valid Node List (Doc ID 2461615.1)

IBM AIX on POWER Systems (64-bit)
This issue is limited to the IBM AIX platform where the loopback interface is configured with an IPv6 address.
This issue is not likely to occur in listener versions 12 and newer.
This problem might arise after the application of a PSU.

Symptoms

The listener.ora file has been changed in order to enable the VNCR or VALID_NODE_CHECKING_listener_name feature.
OR:
The listener has been running with VNCR enabled and a PSU for 11.2.0.4 has recently been applied to the installation.

Once the change is in place, the listener fails to start using:

LSNRCTL start listener_name

The following errors are thrown when the listener fails to start:


NL-00408: cannot find or read value
NL-00408: cannot find or read value
NL-07007: internal error
TNS-01196: Listener failed to initialize valid node list

Remove this  line and the listener starts successfully:

VALID_NODE_CHECKING_listener_name=ON|SUBNET

Changes

This is likely a new implementation of VNCR or a recent PSU has been applied to this ORACLE_HOME.
In this case, VNCR had been enabled and working and the following PSU (or later) is applied:   11.2.0.4.180116
