ORA-00603: ORACLE server session terminated by fatal error
ORA-00020: maximum number of processes () exceeded

We can observe CURRENT_UTILIZATION is less than LIMIT_VALUE in DBA_HIST_RESOURCE_LIMIT OR V$RESOURCE_LIMIT
