PRCS-1046 Error From DBCA During Database Creation with Template

Symptoms
18c Database Configuration Assistant (DBCA) fails with "PRCS-1046 : Name is not valid" message while create database with "Save as database template" option selected
DBCA trace (from $ORACLE_BASE/cfgtoollogs/dbca/<DBNAME>/trace.log) has following messages.

Changes
Run DBCA to create Oracle 18c Database, and DB is created on RAC env and add check for "Save as database template"
