While performing a transportable tablespace (TTS) import, the import fails with
Processing object type TRANSPORTABLE_EXPORT/PLUGTS_BLK
ORA-39123: Data Pump transportable tablespace job aborted
ORA-00372: file <fileno> cannot be modified at this time
ORA-01110: data file <fileno>: '<filename>'
