Unable to bring up CRS on ODA X7-2 HA CSSD: clssnmvDHBValidateNCopy: nodex, has a disk HB, but no network HB, DHB has rcfg (Doc ID 2465360.1)

Symptoms

The DB and ASM crashed on  X7-2-HA server. Customer tried rebooting the node but the services do not come up:
