Unable To Start Up RAC Database with "ORA-00439: feature not enabled: Real Application Clusters" error (Doc ID 2467811.1)

Symptoms

On 12.1.0.2 and later on Exdata or Cloud environment, trying to start the RAC database fails with the following error:

Instance <DB_INSATNCE1> is not running on node <node1>
Instance <DB_INSATNCE2> is not running on node <node2>
PRCR-1079 : Failed to start resource ora.<DB_UNIQUE_NAME>.db
CRS-5017: The resource action "ora.<DB_UNIQUE_NAME>.db start" encountered the following error:
ORA-00439: feature not enabled: Real Application Clusters
. For details refer to "(:CLSN00107:)" in "/<ORACLE_BASE>/diag/crs/<node1>/crs/trace/crsd_oraagent_<oracle>.trc".
