From OEM Running AWR shows ORA-20020: Database/Instance -1/1 does not exist in DBA_HIST_DATABASE_INSTANCE

Symptoms
- ASH empty report and it shows -1 for DBID for the target database.
- Top Activity shows No data available
- Running AWR throws the following SQL Error:
ORA-20020: Database/Instance -1/1 does not exist in DBA_HIST_DATABASE_INSTANCE ORA-06512: at "SYS.DBMS_SWRF_REPORT_INTERNAL", line 10089 ORA-06512: at "SYS.DBMS_SWRF_REPORT_INTERNAL", line 1253 ORA-06512: at "SYS.DBMS_WORKLOAD_REPOSITORY", line 915 ORA-06512: at line 1
- From emoms.log we see:
2018-10-17 13:45:28,913 [EMUI_13_45_28_/console/database/instance/globalAwrReport] WARN util.PerformanceUtils logp.251 - Unable to get the database id for database <DB NAME>
java.sql.SQLSyntaxErrorException: ORA-00942: table or view does not exist
