Materialized view not in stale status after primary table changed (Doc ID 2468445.1)

Symptoms


According to manual, it is said that after refresh, when primary changed, materialized view status changed from refresh to stale.

STALENESS
-----
Materialized view is out of date because one or more of its primaries has changed.If the materialized view was FRESH before it became STALE, then it is a read-consistent view of a former state of its primaries.
-----
But the primary table's change does not make materialize view's staleness to be stale.

This is also reproducible in 12.1.0.2 and 12.2.
