DataPump Export (EXPDP) Creates Files With Permission 600 Instead of Default 640 After Applying a Patch (Doc ID 2469445.1)

After installing a Database Bundle Patch or PSU, DataPump export generates the dumps with permission 600 instead of 640:

-rw------- 1 oracle dba 4096 Oct 29 15:22 <dump_name>.dmp
-rw------- 1 oracle dba 692 Oct 29 15:23 <expdp_log>.log

A DBBP or PSU was installed recently.
