V$LOGMNR_CONTENTS.SQL_REDO May Not Follow NLS_TIMESTAMP_FORMAT (Doc ID 2469680.1)

Symptoms

Under certain conditions, querying SQL_REDO from V$LOGMNR_CONTENTS
does not follow the session's NLS_TIMESTAMP_FORMAT setting.

Following is an example output.
NLS_TIMESTAMP_FORMAT = 'YYYY/MM/DD HH24:MI:SS.FF9' is set in the session.
When this problem is seen, V$LOGMNR_CONTENTS.SQL_REDO shows following:
