The tables don't have a primary key, or the slave_rows_search_algorithms was recently changed to prefer HASH_SCAN.
In 8.0.x the default value for slave_rows_search_algorithms includes HASH_SCAN so the bug is more apparent there, out of the box, if upgrade was recently done from 5.7 to 8.0.
